CareTech strengthens executive team with two key compliance and quality appointments

CareTech is pleased to announce the appointments of Jo Dunn (right) and Sarah Palmer to its executive management team, further strengthening leadership across compliance, regulation and quality.

Jo Dunn joins as Group Executive Director of Compliance, Regulation and Quality – Children’s Services, bringing over 18 years of experience across education and children’s social care. Since joining CareTech in August 2025, Jo has led a multidisciplinary team supporting education, fostering and social care services across the UK. Her expertise spans safeguarding, policy development, quality assurance and risk management.

Jo began her career as a Physical Education teacher before progressing into senior leadership roles in education and later moving into children’s social care, where she managed local authority residential services and led operational support during the COVID-19 pandemic. She has since held senior leadership roles in quality and service development, most recently as Associate Director of Quality at Keys Group. Jo is recognised for driving service transformation, building high-performing teams and fostering a culture of continuous improvement.

Sarah Palmer joins as Group Executive Director of Compliance and Regulation – Adults and Specialist Services, having joined CareTech in March 2025. A Registered General Nurse, Sarah brings nearly 30 years’ experience across health and social care. Her career includes senior leadership roles in the NHS, the public-sector prison service, and adult social care, with extensive expertise in quality improvement, regulation, risk and incident management.

Together, Jo and Sarah will play a pivotal role in ensuring CareTech continues to deliver safe, high-quality services that enable individuals to thrive and achieve positive outcomes.
