JOB TITLE: Quality Manager 
REPORTS TO: Deputy Director of Compliance, Quality and Regulation – Children’s
LOCATION: National
BASE: Home based with expectation of extensive travel

SALARY: £55,000 to £65,000 + Car Allowance

Main Purpose:

The post holder will lead a quality, compliance and assurance programme for CareTech Group children’s services across England, Wales & Scotland. A key priority will be to establish and maintain strong relationships with all relevant external regulators and to provide expert advice and assistance in all care related regulatory matters.

To support the implementing and managing of quality assurance, inspection and audit practices to provide assurance of the on-going quality and safety of CareTech children’s & adults services.

To share best practice that will enhance the reputation of CareTech as a high-quality provider of care and support to individuals across the range of CareTech of services.

To monitor the processes and procedures that ensure the safety and welfare of all children served by the Company and to monitor practice at services, responding urgently and appropriately to any concerns that might arise.

To work closely with operational teams and support senior managers and the Executive to drive continual quality improvement within the Company and to provide ongoing support and monitoring to ensure compliance and improvement against regulation and good practice guidance.

Key Activities:

To assess the quality, compliance and regulation of all CareTech Group services, recording and monitoring findings to ensure that:

Service users are safe.

Excellent relationships are established and maintained with key external regulatory bodies in particular Ofsted, CIW, CIS and CQC.

Learning from operational practice is captured and used to inform organisational developments.

Best practice and standards are developed and maintained - experiences from this are shared across the organisation.

Operational colleagues are supported to deliver best practice and compliance.
With Colleagues, ensure that policies, procedures, practice and compliance are developed and are up to date, and serve the needs of the organisation’s mission, aims and objectives.
Internal policy is developed and effectively implemented.

All quality assurance frameworks are developed and effectively implemented in conjunction with operational colleagues.

Provide service improvement guidance to operational and support teams to develop good practice.

Lead on projects at a national level with support from the Deputy Director.
Present information verbally (in person/virtually) and via written communication in a concise way that is easy to understand.

To contribute to the development of national and local strategies including operational plans, that increase and enhance a performance culture across services that delivers robust evidence based best practice.

To provide the Deputy Director of Compliance, Quality and Regulation with regular service reports on progress with improving standards and compliance, learning from safeguarding concerns and to analyse quality and compliance patterns and trends across all services.

To urgently advise the Deputy Director of Compliance, Quality and Regulation of any emergency safeguarding issues and support in the investigation and embedding any learning from all incidents.

To carry out investigations, as required, and to work in partnership with internal and external stakeholders to develop, implement and monitor remedial action plans.

To promote the corporate quality assurance agenda ensuring that operational colleagues are supported to deliver required quality outcomes for those entrusted to our care.

To communicate CareTech Community Services’ vision and values clearly in all aspects of the role.

To develop a business culture based on quality that will deliver successful commercial outcomes that position CareTech Community Services as a leading Industry Provider of services for children with complex needs.

Support the compliance with all Regulations and submit reports following visits on compliance and service improvement plans to the relevant operational colleagues and the Deputy Director of Compliance, Quality and Regulation.

Carry out, as required, other duties consistent with the level of the post.
